Timing

Oregon law requires the notice to specify the exact date and time that it expires. If rent is past due for more than 5 days but less than 9, the required notice period is 13 days. If rent is past due for more than 8 days, the landlord can send a 10-day notice instead. The last day shall not end until midnight.

When calculating:

Day 1 is the day after notice is given; AND
Any mailed notices must accommodate three (3) additional days to the minimum time required by law.

If not, the tenant will be forced to vacate at the end of 30 days.No - Tenant will not be able to fix ("cure") the violation and will be forced to vacate at the end of 10 days.

Notice Date

Notices must be delivered in accordance with Oregon law. Generally, landlords may serve the tenant by (1) delivering a copy personally, (2) mailing a copy via first-class mail and posting another in a designated location within the Property, or (3) mailing a copy via first-class mail and e-mailing another copy.

The latter two methods require the tenant's prior consent (e.g., through the governing rental agreement) to receive written notices in such manner.
